Which Texas Public Institutions of Higher Education are designated as an HSI, HBCU and/or AANAPISI?

Federal HSI/HBCU/AANAPISI Program grants enable institutions to expand and enhance their academic offerings, program quality, and institutional stability through financial assistance. The Higher Education Opportunity Act of 2008 amends the Higher Education Act of 1965 to include individual development grants, cooperative arrangement development grants and planning grants to expand educational opportunities for, and improve the attainment of, designated minority students. The Title V Program is not a scholarship or fellowship program for individuals or for research. The program is designed to support institutions of higher education that are designated in one of the referenced categories.

  • Hispanic-Serving Institutions (HSIs) must have a minimum of 25 percent full-time equivalent (FTE) students of Hispanic descent to qualify for this designation.
  • Historically Black Colleges and Universities (HBCUs) are those institutions recognized by the U.S. Congress that were founded before 1964 with the primary purpose to educate black students. There are two public 4-year HBCUs in Texas, five private and one public 2-year college.
  • Asian American/Native American/Pacific Island- Serving Institutions (AANAPISIs) must have a minimum of 10 percent FTE students of Asian, Native American and/or Pacific Islander descent enrolled to qualify for this designation. There is currently one AANAPISI-recognized institution in Texas.
